1) What It's Like

There's a duck lake but it's now blocked off so "it" is a parking lot/drive with a lake in the distance.

2) Kinds of Birds

We did see killdeer in the field close to us.

3) Wildlife

No reason to expect any here more than any other roadside

5) Time Requirements

Even if you could walk to it legally I'd guess it's a 20 minute stop.

Experience

This place was supposed to have a lot of ducks but the lake is too far away to see from where they have it blocked off. Either people know how to get in there or the advice we read predated the addition of the way being blocked.
