1) What It's Like

A small park along a moderately large lake. BBQ spots with views. St.Pete birding is good period but this is only someplace you'd enjoy if you lived close, not something you'd drive out of your way for. Across the lake at Chestnut park - you might make the drive.

2) Kinds of Birds

Egrets, herons, gallinules are probably it. You should get warblers etc flying through but the tree canopy is high so it seems limited.

3) Wildlife

Urban so squirels and maybe a racoon.

4) Amenities

The three B's. BBQs, bathrooms, boardwalks.

5) Time Requirements

5-30 minutes.

Experience

There are 2 parks on Lake Tarpon - this is the smaller one (Chestnut park is the larger). It's very nice for what it is but what it is is a BBQ spot with views. Boardwalks along (short) cabbage palm trail by water. The whole thing is on a hillside sort of - strange for the area.
